Raze Application Makes Way for 90 Apartments Near Howard University

Earlier this summer, Rock Creek Property Group shared plans for what is expected to be a by-right residential development at Georgia Avenue and Fairmont Street NW (map). Now, the raze permit application that will make redevelopment possible has been formally filed with the city.
The permit is for the former Effingham Apartments, owned by Howard University. Rock Creek Property Group was awarded redevelopment rights and is working on what would be a five-story building with a penthouse, delivering roughly 90 apartments above 40,000 square feet of commercial space.

About 14% of the residential space is expected to be Inclusionary Zoning, plus up to five additional units, all affordable to households earning up to 60% of median family income. The development will also include 50 below-grade parking spaces, and the penthouse will contain both residential units and amenities. GTM Architects is the designer.
The commercial space could house Howard's Office of Alumni Affairs and/or some retail, with inclusion of the latter stemming from a long-standing agreement ANC 1B has had with the university that any redeveloped space along Georgia Avenue should include retail. Building permits are expected to be filed this fall.
