McMillan Reservoir Redevelopment Team Requests Time Extension

Years after a planned-unit development (PUD) for the McMillan Reservoir received zoning approval, and two years after a ceremonial groundbreaking, the project remains under appeal.
Now, the team behind the McMillan redevelopment is applying for a two-year extension for a portion of the project.
Vision McMillan Partners (VMP) plans to develop the 25-acre industrial site between North Capitol and First Streets and Michigan Avenue and Channing Street NW (map), constructing 146 townhouses, 531 apartments, park space, medical office buildings, and retail including a grocery store. VMP is made up of Jair Lynch Real Estate Partners, EYA, Trammell Crow, and architects Shalom Baranes and Perkins Eastman.

Since the project was initially appealed, it has been remanded back to the Zoning Commission and re-approved, and has also received a supportive review from the Mayor's Agent for Historic Preservation. While appeals normally pause the two-year clock a developer has to acquire building permits before zoning approval expires, the clock began ticking again after the Commission ruled last September that no further remand would happen for the development approval for Parcel 2. This particular site would house a 233-unit building with retail and 222 parking spaces.
"Due to multiple appeals related to the redevelopment of the McMillan site filed with the District of Columbia Court of Appeals, including appeals of the Second Stage Order, the Applicant is unable to comply with the time limits for validity of the Commission’s approval established under the Second Stage Order," the application explains.
A zoning hearing has been scheduled for late April.
Correction: The article mistakenly stated that the McMillan site extends to Bryant Street; it terminates at Channing Street.
