106 Affordable Apartments Planned for Bellevue Site

In what, to some, may be an unfortunate and unproductive pattern, another all-affordable development is on the boards east of the Anacostia River.
Kaye Stern Properties has applied for a planned-unit development (PUD) which would deliver 106 affordable apartments to replace two residential buildings on a site where Xenia Street and Martin Luther King, Jr. Avenue SE converge on South Capitol Street SE.

Located at 3836-3848 South Capitol Street SE (map) in the Bellevue neighborhood, the location is zoned RA-1; the PUD would enable the developer to achieve RA-2 zoning density.
Eighty percent of the units will be for households earning up to 50 percent of median family income (MFI) and the remaining 20 percent will be for households earning up to 30 percent MFI. Residents of the existing 30 apartments on the site will be able return to the development once completed.
The unit mix will include 20 studios, 34 one-bedrooms, 20 two-bedrooms and 32 three-bedrooms. Because the development will be financed with low income housing tax credits, affordability requirements will expire in 40 years, at which time roughly 11 units will revert to being for households earning up to 60 percent MFI.
Designed by Torti Gallas Urban, the 51 foot-tall building will have a similar vernacular to other apartment complexes in the immediate area, with brick façades and three massing "fingers" which create courtyards fronting the street. There will also be storage for 36 bicycles and a gated surface parking lot with 17 spaces at the rear.
The developer expects to break ground in the fourth quarter of 2019, completing the project in 2021. A zoning hearing has not yet been scheduled.
