Will A Zoning Change Lead To Development On This Long Vacant DC Parcel?

For years, there has been talk of developing a prominently sited lot at the corner of North Capitol Street and Florida Avenue NW. Now, a zoning change could push a new development forward.
A map amendment was recently filed for the vacant lot at 1600 North Capitol Street NW (map) that would allow for medium-density mixed-use development at the site.
To say it has been a long road for this parcel would be an understatement.
Way back in 2007, Joe Mamo, the owner of the site, filed a planned-unit development (PUD) for a 100-unit apartment project with retail at the address. The PUD was approved, but over the next decade, Mamo sought to extend that approval multiple times, and construction never began on the apartment building.
In early June, the Washington Business Journal reported that DC was looking to seize the site via eminent domain. This move may have prompted the map amendment filing to show that Mamo was looking to move ahead with development.
