A Few More Looks at the 463-Unit Hillandale Gateway Development

While not much new development has occurred along New Hampshire Avenue in the last few years, a decision later this month may add over 450 residential units to the corridor — although maybe not the part you'd think.

On the 6.6-acre site where New Hampshire Avenue meets the Beltway at Powder Mill Road (map), the Housing Opportunities Commission (HOC) and the Duffie Companies are working on a 463-unit development with over 16,000 square feet of retail. The Hillandale Gateway development could become Maryland's first passive house-certified multifamily project.

The residential portion of Hillandale Gateway will rise up to 121 feet tall, and the development would include an eight-story, 691-space parking garage and a standalone Starbucks with drive-thru and outdoor seating. Twenty-five percent of the units would be for households earning up to 60% of area median income (AMI) and 23 units would be for households earning up to 80% AMI, including 96 age-restricted replacement units for residents of Holly Hall Apartments.

The retail is expected to include nearly 12,000 square feet of restaurant space, and the development would also have 90 internal bicycle spaces. Open space throughout would include plazas and seat walls, and an interior street network would include a woonerf-style "Festival Street" block with pick-up drop-off areas on either side. Torti Gallas + Partners is the architect.

If approved next year, a Housing Production Fund proposed by the County Council this summer may go toward financing the development. HOC and The Duffie Companies are also proposing another passive multifamily development in Wheaton.

The Montgomery County Planning Board is scheduled to consider the amended sketch plan application and the site and preliminary plan applications next week; staff is recommending conditional approval. Additional renderings are below.
