On Friday, Mayor Muriel Bowser and Deputy Mayor for Planning and Economic Development (DMPED) Brian Kenner announced that the PN Hoffman-led development team was selected to develop Waterfront Station II. The development team, which also includes Paramount Development, ER Bacon Development, CityPartners, and AHC, Inc., has proposed a mixed-use project for the parcel at 1000 4th Street SW (map) that will include 443 apartments, a 10,000 square foot black box theater and 22,500 square feet of neighborhood-serving retail. Thirty percent of the housing units will be affordable — a higher square footage rate than the law requires.

Last fall, ANC 6D threw its unanimous support behind this plan over two other development proposals. An MRP Realty-led development team proposed an 11-story mixed-use building with 9,000 square feet of retail; their project would have necessitated the construction of a private street connecting Wesley Place with 4th Street. The other option, put forth by Republic Properties Corporation and the Anacostia Economic Development Corporation, would have also furnished a mixed-use building with 8,000 square feet of retail, a pool and rooftop terrace. All three options offered a great deal of affordable housing, as the request for proposals and ANC 6D requested.

The architect for the winning proposal is Torti Gallas Urban, and the cultural partners are Forum Theatre, Cultural DC, Arena Stage, and Georgetown University LAB.
