86 Affordable Apartments Planned Adjacent to DC's Strand Theater

The planned replacement of the Lincoln Heights/Richardson Dwellings communities in Ward 7 continues, with the Warrenton Group filing plans with the Zoning Commission on Wednesday to construct an 86-unit mixed-use development on Nannie Helen Burroughs Avenue.
The PGN Architects-designed PUD would replace the roughly 17,000 square-feet of buildings at 5119-5123 and 5127 Nannie Helen Burroughs Avenue NE and at 612 Division Avenue NE (map) with a 68 foot-tall building containing 86 one- and two-bedroom units atop ground-floor commercial space. As part of the PUD, the development team will also renovate the vacant historic Strand Theater to the east of the site.

The apartments would all be for households earning up to 60 percent of area median income; 28 of the units would be replacement apartments for Lincoln Heights and Richardson Dwellings. The ground floor will be divided between a 1,389 square-foot retail space and a 1,223 square-foot community space.
In addition to upzoning the site, the developers are requesting relief from loading bay requirements and flexibility when it comes to the signage, quantity of units, placement of interior components, selection of materials and refinements to the exterior design, and the type and location of retail.
