A block away from the historic Cotton Annex, itself in line for a residential retrofit, another old Southwest property is getting a residential redo.

Republic Properties Corporation has applied to replace the surface parking lot beside the Bureau of Engraving & Printing's coal shaker facility at Maryland Avenue and D Street SW (map) with a 13-story, 353-unit residential building.

The proposed development would be the fourth building at The Portals development. The zoning application requests a special exception to include a 2,500 square-foot public rooftop restaurant/bar with outdoor seating in the project. WDG Architecture is the designer.

Despite the site's location in the D-5 zone exempting it from parking minimums, the development will include 237 parking spaces as well as a bicycle room. The project is also subject to Commission of Fine Arts review.

The Board of Zoning Adjustment will consider the application in March.
