230-Unit Shaw Project Needs More Time to Get Off the Ground

Trammell Crow subsidiary High Street Residential’s plans for a prominent corner in Shaw will have to wait a bit longer.
The developer has asked the DC Zoning Commission for a second one-year extension to start construction on its project at 7th and P Streets NW, which would deliver a 90-foot-tall building with 230 residential units above roughly 7,440 square feet of retail.
In its filing, High Street blames ongoing adverse conditions in the market for commercial real estate development in the District for its inability to secure financing. The developer says it has not been sitting idle: it has prepared permit plans, applied for a building permit, and recorded the PUD covenant. In addition to an affordable housing component, the building will feature a rooftop pool deck, a public art element on P Street, and 56 vehicular parking and 65 long-term bicycle spaces. Eric Colbert & Associates is the architect.
The request will need to clear a few hurdles before the Commission takes it up. Under the zoning rules, the applicant must show that the material facts behind the original approval haven’t substantially changed and that it has made diligent, good-faith efforts to obtain financing. The developer argues it meets both standards.
The case will go before the Zoning Commission next month.
