450 Apartments Above The Mall: 20-Story Development Pitched Above Silver Spring's Ellsworth Place

Plans for a large new residential project above the Ellsworth Place mall in the middle of downtown Silver Spring are coming into focus.
A sketch plan recently filed with Montgomery County outlines plans for a nearly 20-story, 450-unit apartment project to be constructed above the mall along Colesville Road (map). The existing five-story mall would serve as the base of the new development.

The residential plans come six years after the mall was purchased by GBT Realty. In addition to the residential concept, a 13,000 square-foot food hall could open on the third floor of the mall in the coming months.
Ellsworth Place opened in the early 1990s and the original plans for future construction above the mall called for an office tower. One of the purposes of the sketch plan is to convert the future use from office to residential. The next step for the planned development is for it to go before the county's Development Review Committee in the coming months.
