Carr Properties' is planning the conversion of the vacant nine-story office building at 2121 Virginia Avenue NW in Foggy Bottom, offering a glimpse at what will become a 314-unit luxury apartment project. Designed by Michael Graves Architecture, the conversion will reimagine the former Pan American Health Organization headquarters—which Carr acquired last November—into a nine-story residential building with a penthouse level featuring a private courtyard and pool, as well as amenities including a fitness center and underground parking for 70 cars.
