433-Unit Apartment Project Coming to Capitol Riverfront

Developer William C. Smith has begun site work on Park Chelsea, a $140 million, 400,000 square-foot luxury apartment building at the intersection of New Jersey Avenue and I Street SE (map). The site, across from the former Washington Post printing facility, has been vacant for at least eight years. They plan to start construction in mid-2012, with completion by the second quarter of 2014.
The 433-unit building is on the northern edge of Capital Riverfront, just south of Capitol Hill and three blocks north of the Navy Yard Metro. Esocoff and Associates Architects designed the 13-story building, which will have the usual package of luxury apartment amenities — a gym and courtyard, a yoga studio, indoor and rooftop pools, and a community garden on the roof. Park Chelsea will sit on top of ground-level retail, have three levels of parking, and as is the norm these days, the developers are hoping for LEED Silver certification.
The apartments will consist of studios, one-bedrooms, two-bedrooms and three-bedrooms in a variety of layouts. Studios will have an average size of 466 square feet, one bedrooms up to 738 square feet, two bedrooms up to 1,094 square feet and the three bedrooms will average 1,788 square feet. Rents may adjust with the 2014 market, but William C. Smith is anticipating that they will range from $2,000 to $5,000 a month depending on the size of the unit.
