Newly-Proposed Bill Would Expand HPAP Eligibility in DC

Last week, a Greater Greater Washington piece illustrated how many DC residents earn too much to take advantage of the city's Home Purchase Assistance Program (HPAP), yet can't afford to buy a house. Now, a new piece of legislation aims to fill that HPAP eligibility gap.
On Tuesday, DC councilmembers introduced a bill that would amend the Home Purchase Assistance Fund Act of 1978 to raise the maximum award limit and the minimum assistance awarded to higher-earning households.

If the Home Purchase Assistance Program Amendment Act of 2018 passes, applicants who earn up to 120 percent of the area median income will be guaranteed a minimum award of $32,000 in home purchase assistance.
The introduction of this bill is the latest in a string of efforts the city has made toward creating more housing that is affordable to the city's workforce, from strategic partnerships by the Housing Finance Agency to the recent conditional auction of 33 vacant and blighted parcels.
