EYA, Boston Properties Plan 375-Unit Development in Rockville

Bethesda Magazine reported Monday on a 375-unit residential development planned for a 40-acre plot in the Tower Oaks section of Rockville (map). The project would be developed by EYA and Boston Properties.
Per documents filed with the city of Rockville, the proposed development would include 194 to 225 townhouses, thirty single-family homes, and 120 condos. In addition to on-street parking throughout the development, there would be parking underneath the multi-family buildings. The development will go before the Rockville Planning Commission on Wednesday night.

Office buildings were originally planned for the site, but the switch to residential was delayed due to a city ordinance, according to Bethesda Magazine:
“…the change to residential was delayed because of the city’s Adequate Public Facilities Ordinance (APFO), which restricted any new development in an area of the city where a public school was already at 110 percent of its capacity. In June, the City Council voted 3-2 to change the ordinance, aligning it with the less strict standard Montgomery County uses that imposes a development moratorium if schools in an area are at an average of 120 percent of their capacity.”
