Beleaguered Development at Congress Heights Metro Requests Extension

Years after approval and in the midst of ongoing legal limbo, the developer behind a mixed-use project at Congress Heights Metro station is seeking to keep the development alive.
CityPartners has applied for an extension of the 2015 zoning approval for a development at Alabama Avenue and 13th Street SE (map) which would deliver two buildings: an office building and a 215-unit apartment building. There would also be 25,200 square feet of ground-floor retail and improvements would be made to the Metro station entrance plaza. Maurice Walters Architects is the designer of the development.

The order approving the planned-unit development (PUD) required that the office portion of the development, which would be on WMATA-owned land, break ground by June 2019, and that building permits for the residential phase be filed by June 2020. The current application seeks leniency to begin construction by June 2021.
The application cites pending litigation as the primary reason for the requested extension, noting inability to secure financing while the cases are pending. The city successfully sued and ousted former development partner and building owner Sanford Capital in November 2017.
