DC Selects Development Team for Parcel 13 at St. Elizabeths

At the beginning of 2020, DC's Office of the Deputy Mayor for Planning and Economic Development (DMPED) released a request for proposals (RFP) for the nearly four-acre Parcel 13 at the St. Elizabeths campus (map).
On Friday, DMPED announced selection of a development team led by Neighborhood Development Company to take on the site.
The proposed development would deliver 421 rental apartments, 20,865 square feet of commercial space, and 240 below-grade parking spaces. Thirty percent of the apartments would be for households earning up to 30% and 50% of area median income (AMI).

Potential tenants for the commercial space may include the second HalfSmoke location and a workforce development center from A Wider Circle. The development team also includes GCS Sigal, MG Capital, and architect Bonstra/Haresign. Parcel 13 has been posited as a transit-oriented development connecting the Entertainment and Sports Arena and the public plaza on Parcel 15 to Congress Heights Metro station.
“We are excited to move ahead with new affordable housing, restaurants, retail, and community based support organizations coming to Ward 8,” Ward 8 councilmember Trayon White said in a statement.
Overall, the St. Elizabeths redevelopment is expected to deliver over 1,000 residential units, up to 700,000 square feet of commercial space, two hotels, and a new hospital. Redbrick LMD and Gragg Cardona Partners are the master-planners of the development.
