24-Hour Food and Drink Coming to 14th Street?

DC is not a city known for establishments that are open round-the-clock serving food and drinks. But a new place on 14th Street could change all that.
14th and You reported recently that the future establishment coming to the former Borders space at 14th and F Street could (the operative word in this sentence) be a restaurant and bar that operates around the clock.
14th and You notes that the group behind the new establishment (which owns Clyde’s) is seeking a “CX (multipurpose) license, which would cover the restaurant, live music venue, and proposed 96 seat outdoor patio.” The operating hours, however, are what raised eyebrows:
“[The business is] requesting outdoor seating until 2AM Sunday through Thursday, and 3AM on weekends, and plan to be a 24 hour operation inside.”
Who knows what the chances are of a restaurant/bar like this being approved (likely very slim), but the District is also considering legalizing online poker to close the massive budget gap, so anything is possible.
