15 Workforce Housing Rowhomes Proposed for Marshall Heights

Earlier this year, UrbanTurf reported on a DC Housing Finance Agency program that funnels funds into workforce housing. Now, the plans for one of those developments are coming to the fore.
HIP E Street Partners has applied for special exceptions that would permit construction of fifteeen townhomes in the Northeast DC neighborhood of Marshall Heights.
Ten townhouses would be constructed in two different phases at 5101-5013 and 5111 E Street SE (map), half fronting 51st Street and half fronting E Street. Another five 20 foot-wide townhouses would be constructed at 827 F Street SE (map), fronting 53rd Street.
The E Street rowhouses will each have three bedrooms and 3.5 bathrooms and rear parking pads with loft-spiral stairs to the balcony above.
The F Street rowhouses will each have four bedrooms and 3.5 bathrooms, including one-bedroom basement accessory dwelling units. These units will also have rear parking pads with loft-spiral stairs to the balcony above. Archi-TEXTUAL is the designer.
Relief from side-yard requirements would enable the development team to deliver ten townhouses between the two sites, thus triggering the inclusionary zoning requirements.
The land is zoned R-3 and supports by-right rowhouse development. The exact income level for the homes is unknown, although workforce housing is generally defined as accommodating households earning anywhere from 60 to 120 percent of area median income. A zoning hearing has not yet been scheduled.
